bowing to French pleas, UN puts off Libya vote; the families of victims of PanAm flight 103 where awarded $10million apiece, while the families of those killed in the destruction of UTA flight 772 (for which Libya has not formally claimed responsibility) received only €3,000–30,000. The French asked for the vote to be delayed so they could convince Libya to pay higher compensation, otherwise they would veto the resolution. (The French were not, incidentally, excluded from the British and American negotiations, but ‘the French government decision not to join the US and UK in their approach to Libya probably had to do with a wish to distance France from the United States and its main European ally’). As a one person observes: ‘It is a pity that Libya has managed to buy its impunity. It is not a good way of dealing with terrorism’. It would indeed be a pity if Libya could buy its impunity (and French acquiescence in the UN vote).
